The Ministry of Finance (MoF) is the responsible authority of the government that formulates the yearly budget in close collaboration with the related line ministries and departments in line with the policy and guidelines prepared by the National Planning Commission (NPC). As outlined in the new constitution, the MoF has to present the annual budget by May 25 of each financial year to the Parliament for deliberation and approval. The Himalayan Times 12 December 2019 Easier said than done Nepal has been practicing the federal system for the last two years in accordance with the new constitution promulgated on September 20, 2015. This is the seventh constitution of Nepal which was guided by the 2007 Interim Constitution and the Comprehensive Peace Agreement. The first Constituent Assembly that was in place from May 28, 2008 to May 28, 2012, failed to draft the new constitution and was compelled to extend its mandate for the second term. Soon after the promulgation of new constitution, three tiers of elections were held to elect people’s representatives at the local, provincial and federal levels.  The then Madheshi Janadhikar Forum led by Upendra Yadav, joined the current federal government after signing a two-point agreement. The Himalayan Times 6 December 2019 Kudos to our players The contribution of sports and culture of any country to bringing national harmony among its communities and holding its head high in the world arena cannot be ignored. Developed countries boast about their achievements in maintaining high international standards in sports and culture. Among the South Asian countries, India used to dominate other nations in South Asian Games held in the previous years. Other nations, including Nepal, had to struggle to win gold medals.  This time, Nepal astounded India and other participating nations by harvesting 15 gold medals on a single day at the beginning of South Asian Games (SAG) despite many shortcomings “Keep it up, players” (THT, Dec.4, and Page 6).
