  The Himalayan Times 22 July 2021 It was not surprising to see Sher Bahadur Deuba ascending to the highest political echelon for the fifth time after comfortably getting vote of confidence in the HoR with the support of the Maoist- Centre. JSP-N, Madhav-Khanal faction and some from the Oli’s faction “Deuba wins trust vote, moots national govt” (THT, July 19, Page 1). The root cause of this unusual political drama was the outcome of Oli and his faction’s political monopolisation and high-handedness during the last three years when his government was in power.     In fact, Madhav Nepal, Khanal and Prachanda were also equally responsible for creating the political mess, who continuously tried to corner Oli, which compelled him to take a defensive position. Is Parliamentary Democracy and Multi-party System Alive?

The 10 points agreement between the two factions of UML came into the public just day before the scheduled date of the Supreme Court’s final verdict to come on the HoR dissolution. Was there any speculation from both the factions that the verdict would come in favour of dissolution? But, the verdict went against the HoR dissolution “Supreme Court reinstates House, issues verdict in favour of Deuba's claim” (THT Online July 12, Page 1). That must be a huge political blow to the Oli faction and may create massive street protests in the coming days creating more political chaos in the nation. However, did not the SC’s verdict directing the president to appoint Deuba as the new PM seem to be against the parliament democracy and multiparty system? HoR revival or snap polls

The question about the life of the dissolved House of Representatives (HOR) will remain unknown unless and until the final verdict of the Supreme Court (SC) will come out in a few days’ time. If it gives its verdict in favour of the HoR dissolution, then the country has to go for the snap polls scheduled for November 12 and 19. In that case, question and concern arise whether the country will be able to hold the elections at such a time when the second wave of the COVID-19 pandemic is giving the country and people a hard time. Also, the third wave of pandemic is more likely to be on the way as recently announced by the WHO.  Nevertheless, snap polls are to happen considering the on-going political instability and if the government is sincere and committed to do so.
