HOPEFUL SCENARIO

It was encouraging to read the news report “Parties settle judiciary, citizenship issues” (THT, April 24, Page 1) with regard to drafting new constitution by end of May 2012. It was obvious for the major political parties to come to consensus on these issues on time keeping in view of time constraint in their hands. Hopefully, they will also come to agreement for the other contentious issues soonest possible so that the drafting of new constitution is completed by the dead line. Time is running fast. The general public is becoming nervous about the future political course of Nepal . They have started wondering whether the responsible political parties will be able to resolve the national issues on time. Looking at the past, the CA has been made a place for simply putting rubber stamp on Big Three’s agenda. CA MEETING

The Kathmandu Post 20 April 2012 CA Chairperson Subash Nemabang should have played more proactive role in the past for making the CA more effective and productive in its role rather than letting its supremacy be degraded by irresponsible acts of the major political parties (“CA meet to start statute drafting” April 19, Page 3) . Shortening the new constitution discussion process at the CA by amending the Interim Constitution (IC) would raise questions pertaining to peoples’ right to information and their role in drafting the constitution as included in the IC. INCLUSIVE STATUTE

 Kudos to Dr. Ram Baran Yadav, President, calling for inclusive statute as reported in “President Calls for inclusive statute” (THT, April 14, Page 6). He has rightly shown his concern as the head of the state and asked all the political forces to encompass grievances, needs and aspirations of people belonging to all castes, regions, ethnic groups and communities while drafting the new constitution. He has even clearly mentioned that he is not going to sign the new constitution if these issues and concerns are not properly addressed. However, the question remains to be answered whether his concerns are genuinely taken into consideration in the new statute. Would that be politically acceptable for him not to sign the new constitution if it does not encompass all the above mentioned elements? It was also good to know that he had further asked all the major political parties not to air secessionist remarks that could disturb age old harmonious culture of Nepali society. Time h

ENCOURAGING PROGRESS

13 April 2012   Prachanda, Maoist Chairperson, deserves a huge applaud and appreciation for his bold and courageous decision with regard to completion of peace process by the deadline. This step has definitely created conducive political environment for all the responsible political parties to come together for cohesively working to draft the new constitution in time no matter what their political interests are . There could be no more pretension of blaming each other for not completing the peace process in time. It seems natural for Shushil Koirala, Congress President to be happy to see peace process moving in the right direction and more hopeful for more breakthroughs in the days to come after Prachanda, took such a bold decision. The general public, who were longing to see for permanent peace in Nepal , seem much happier than Shushil Koirala keeping high hopes of seeing the completion of drafting new constitution within the dead line. The Kathmandu Post 8April 2012 It was shocking to read the news report on the brutal killing of 38 year old Yadav Prasad Poudel in Jhapa (“Jhapa-based journalist slain in cold blood: killing causes furore” April 5, Page 1). This indicates the failure of the Dr. Baburam led government to maintain law and order in the country. In fact, the government should take full responsibility for its failure to stop such heinous crimes.   Time has come for the public to show their solidarity against such dreadful acts and forcefully ask the government to bring the culprit to book. HOLDS NO WATER

  The Himalayan Times 6 April 2012 It was good to know that about 100 lawmakers staged a sit-in-outside the meeting hall of the Constitution Committee in Singh Durbar on Monday as a part of their campaign to pressure party leaders for timely completion of peace and new constitution drafting processes as reported in” Lawmakers step up pressure” (THT, April 3., Page 1). However, it was not clear whether those lawmakers were only from three major parties or from other fringe parties. If they were from only the major parties, it did not carry much weight but did smell rat. What were they doing when their leaders were tangling in unproductive politics (power politics and blame games) for the last four year when they were supposed to cohesively working together to complete the twin tasks in time? SURPRISINGLY SAD

 31 March 2012 I am really getting tired of people repeatedly taking the name of Naya Nepal . Are not they aware of it that the political leaders are making it Thotre Nepal ? We have been made their political hostages and are living in distressful and horrible situation. They do not seem tired of taking the name of “Janta”. Who are the “Janta” meant for them? Are they referring to their political activists and well wishers? Are not we aware of it or just pretending to be unaware of it. Why are the general public are becoming so much tolerant? Why don’t they come out to the streets to protest against frequent price hikes in petroleum products, shortages of cooking gas, unbearable load shedding, living without drinking water and so on? Who are they waiting for to ask them (general public) to come out to the streets and protest to the corrupt government?
