HOPEFUL SCENARIO


It was encouraging to read the news report “Parties settle judiciary, citizenship issues” (THT, April 24, Page 1) with regard to drafting new constitution by end of May 2012. It was obvious for the major political parties to come to consensus on these issues on time keeping in view of time constraint in their hands. Hopefully, they will also come to agreement for the other contentious issues soonest possible so that the drafting of new constitution is completed by the dead line. Time is running fast. The general public is becoming nervous about the future political course of Nepal. They have started wondering whether the responsible political parties will be able to resolve the national issues on time.

Looking at the past, the CA has been made a place for simply putting rubber stamp on Big Three’s agenda. The CA’s supremacy in the past has been completely undermined due to their irresponsible and undemocratic acts. The CA Chairperson should have played more proactive role and forced them to strictly follow the norms and values of democratic process. Practically, it never happened so from his end except to go along with Big Three’s monopolizations and make the existence of other CA members mere spectators and bear the burden of general public’s criticism.

The CA meeting scheduled for April 22 had to be postponed until 26th April simply because of last hour deliberation among the major parties for coming to consensus on four major issues of new constitution “CA meeting postponed till Thursday” (THT, April 24, Page 1). Should not CA rather be made a common platform to seek common understanding among all the CA members? The undemocratic and authoritarian working style of major political parties has tremendously affected the legitimacy and effectiveness of CA that was the biggest achievement of post II Jana Andolan.
