Possible options

The Himalayan Times
30 May 2012

Oppositions have already started warning of uprising against the unilateral move of the government for calling fresh elections as reported in “Oppn warns of uprising against unilateral move (THT, May 16, Page 1). Keeping these in mind, there could be two possible options to avoid political confrontations and create favourable political environment for giving the political parties a safe passage to correct their political blunders and for their political existence at this critical juncture.

The first option could be to have a round table discussion among all the stakeholders including the royalsits and come to a consensus to revive the 2046/47 constitution with necessary amendments in line with the changed political contexts and go for the fresh general election to get fresh mandate of the sovereign people. If this was agreed, it could tremendously save billion of rupees from the state coffers and avoid political confrontations and uncertainties in the country bringing all the stakeholders under one roof for future political course.

If the first one does not work then the second one could be to replace the incumbent government with a small apolitical (non political) team to be led by the Supreme Court former chief Judges with professionals and intellectuals to act as a care taker government which could be entrusted with holding another CA election within the short period of time. This apolitical government could guarantee the fairness and impartiality of the CA election. The size of the CA should be as much as possible small that could be decided by the stakeholders. If possible, the President should have the liberty of nominating around 10 constitutional experts in the CA to facilitate the CA members to draft the new constitution within the next six months.

2083/84 budget at a glance

2083/84 budget at a glance The Balen led government , which is almost two-thirds majority government secured in the March 2026 elections , has announced its annual budget 2,124.34 billion on May 29, 2026, as the largest budget in Nepal's history, representing a 25.2 present increase over the revised estimates of the current fiscal year 2082/83.  Most of the financial experts and economic analysts opine that this budget, although optimistic, has broadly, boldly and wisely covered key and major aspects of the national all round development. Huge tax reforms , massive infrastructure allocations, transformative sectoral policies, 7 percent targets on economic growth and inflation capped at 6 per cent are the key aspects of the highly optimistic budget. This shows a departure from a decade of political instability toward productive governance. It has included first sovereign AI computing centre, doubling of personal income tax exemption thresholds , 21 percent civil servant sal...
