Indecisiveness

The Himalayan Times
12 October 2012
The frequent changes of minds of the senior political leaders with regard to CA revival or going for the fresh election clearly depict their indecisiveness and restlessness. It seems that they have put themselves in a political ditch that does not seem for them to easily come out. They have put the nation in a very difficult situation due to their petty political interests. If the current unstable situation continues to prevail, the nation may plunge into deep constitutional vacuum inviting political, social and economic chaos. And, if this situation befalls on Nepal, there will be no immediate way out to resolve the crisis besides foreign interventions. What happens then after to New Nepal is beyond anybody’s imagination.

There is no way out for the major political parties at this time except to forge consensus on contentious national issues and move ahead in accordance with the need of the hour. All the senior leaders should have serious discussions on Prachanda’s recent proposal of CA resurrection and promulgate the new constitution incorporating issues agreed upon through the revived CA and the remaining issues to be resolved through a new parliament. It sounds doable and favourable proposal keeping in mind the on-going political deadlock. However, there are a number of issues yet to be sorted out with regard to huge number of lawmakers and time length of the revived CA.

Also, it is yet to be seen as to how the NC and UML leaders will take on Dahal’s proposal. Shushil Koirala does not seem difficult to convince considering his deputies publicly favouring for CA’s resurrection. It is yet to hear from UML. Whatever the reasons are there behind Dahal’s proposal, there does not seem other short cut way on hand to promulgate the new constitution. His proposal (if he did not change his unstable mind) has, in fact, given a new impetus to the current political deadlock. Having, however, said that it has been high time for all the political parties to get fresh mandate of the sovereign people.

2083/84 budget at a glance

2083/84 budget at a glance The Balen led government , which is almost two-thirds majority government secured in the March 2026 elections , has announced its annual budget 2,124.34 billion on May 29, 2026, as the largest budget in Nepal's history, representing a 25.2 present increase over the revised estimates of the current fiscal year 2082/83.  Most of the financial experts and economic analysts opine that this budget, although optimistic, has broadly, boldly and wisely covered key and major aspects of the national all round development. Huge tax reforms , massive infrastructure allocations, transformative sectoral policies, 7 percent targets on economic growth and inflation capped at 6 per cent are the key aspects of the highly optimistic budget. This shows a departure from a decade of political instability toward productive governance. It has included first sovereign AI computing centre, doubling of personal income tax exemption thresholds , 21 percent civil servant sal...
