Encouraging news report

The Himalayan Times 26 June 2012 It seems that the Rautes will likely be facilitated to enjoy healthy life-style in the coming days after reading the news report “Non-formal education demanded for Rautes” (THT, June 19, Page 2). It was really exciting to know that the Raute Utthan Parishd (RUP), which is dedicated to preserving the culture of Rautes, an endangered   life-style through the use of audio-visual aid and other non-formal education methods. RUP deserves sincere appreciation for this effort. My working experiences with the rural communities remind me of miracle changes occurred in their unhealthy living conditions with concerted effort using various social empowerment tools. It is possible through commitment and dedication. NO OTHER ALTERNATIVE

The Kathmandu Post 24 June 2012 It was encouraging to read about politicians talking at a time when the situation seems so shaky (“First time after CA demise, 4 parties sit for consensus talks” June 21, 2012 ). Blame and power games for the last four years resulted in the demise of Constitutional Assembly, The political and constitutional crisis should be solved at the earliest, and there is no alternative to consensus. If our politicians don’t act responsibly, it might be too late for them to keep the crisis from deteriorating. Not to be tolerated

The Himalayan Times 15 June 2012 The decision of the incumbent caretaker government led by Dr. Babruram Bhattarai (BRB) to provide lifelong perks and benefits and other facilities to VIPS including former prime ministers, Chief Justices, former speakers and home ministers from the state coffer has drawn people’s concern. What good reasons forced him to take such unpopular and unwise decision at a time when he himself is merely a care taker Prime Minister? Why he decided to attack on the state coffer when the country is economically bleeding with billions of money incurred on the recently dead Constitution Assembly (CA)? Was he thinking for himself after he becomes ex-PM? Was not it the indication of poor mentality of such a learned man? It was not surprising to see Mohan Baidya faction staging protest against the government’s decision as reported in “Misuse of state coffers” (THT, June 12, Page2) and threatening to continue their protest if the government did not roll back ...

Possible options

The Himalayan Times 30 May 2012   Oppositions have already started warning of uprising against the unilateral move of the government for calling fresh elections as reported in “Oppn warns of uprising against unilateral move (THT, May 16, Page 1). Keeping these in mind, there could be two possible options to avoid political confrontations and create favourable political environment for giving the political parties a safe passage to correct their political blunders and for their political existence at this critical juncture. The first option could be to have a round table discussion among all the stakeholders including the royalsits and come to a consensus to revive the 2046/47 constitution with necessary amendments in line with the changed political contexts and go for the fresh general election to get fresh mandate of the sovereign people. HOPEFUL SCENARIO

It was encouraging to read the news report “Parties settle judiciary, citizenship issues” (THT, April 24, Page 1) with regard to drafting new constitution by end of May 2012. It was obvious for the major political parties to come to consensus on these issues on time keeping in view of time constraint in their hands. Hopefully, they will also come to agreement for the other contentious issues soonest possible so that the drafting of new constitution is completed by the dead line. Time is running fast. The general public is becoming nervous about the future political course of Nepal . They have started wondering whether the responsible political parties will be able to resolve the national issues on time. CA MEETING

The Kathmandu Post 20 April 2012 CA Chairperson Subash Nemabang should have played more proactive role in the past for making the CA more effective and productive in its role rather than letting its supremacy be degraded by irresponsible acts of the major political parties (“CA meet to start statute drafting” April 19, Page 3) . Shortening the new constitution discussion process at the CA by amending the Interim Constitution (IC) would raise questions pertaining to peoples’ right to information and their role in drafting the constitution as included in the IC. INCLUSIVE STATUTE

 Kudos to Dr. Ram Baran Yadav, President, calling for inclusive statute as reported in “President Calls for inclusive statute” (THT, April 14, Page 6). He has rightly shown his concern as the head of the state and asked all the political forces to encompass grievances, needs and aspirations of people belonging to all castes, regions, ethnic groups and communities while drafting the new constitution. He has even clearly mentioned that he is not going to sign the new constitution if these issues and concerns are not properly addressed. However, the question remains to be answered whether his concerns are genuinely taken into consideration in the new statute. Would that be politically acceptable for him not to sign the new constitution if it does not encompass all the above mentioned elements?
